Temporary Traffic Management

If you want to carry out any work in a public space or on Council-owned road reserve, you need approval. This includes submitting a Traffic Management Plan (TMP).

Traffic Management Plans must be prepared by a qualified Site Traffic Management Supervisor (STMS) holding a Planner Warrant and comply with all minimum Code Of Practice for Temporary Traffic Management and CoPTTM (currently under review)/NZGTTTM requirements.

The plan will need to detail:

  • location of the planned work;
  • type of work is planned
  • start and finish dates.

The Plan must be submitted to Council for approval before any work starts. Please see our Corridor Access page for further information on how to submit this plan and costs.

Notification of works

Nelson City Council, as the Road Controlling Authority (RCA) requires notification for any works within the roading corridor that last 10 minutes or longer. This ensures that all works are properly managed and coordinated to minimise disruption and maintain safety.

Notification is to be provided by 9am on the day the works are scheduled to take place.

The following information is required:

  • Corridor Access Request (CAR) number
  • Location of works
  • Date and time of works
  • STMS name/qualification/contact phone number

Works must be notified via the TTM Notification Spreadsheet – fill in the applicable spreadsheet via the TTM Notification Link

Please email your request to be added to the daily TTM mailing list, and any questions to: road.enquiries@ncc.govt.nz

If works are not notified, you won’t be complying with the conditions of your TMP, and therefore, not approved to carry out the works.

Delay Calculations

Nelson's city roads are increasingly busy. We need to consider the impact of temporary traffic management on commuters, freight, trade, buses, cyclists, pedestrians, local businesses, residents, and others passing through the area daily.

As a general guide, when implementing alternating flow or detour setups in the Nelson City Council area, please include in your TMP delay calculations for the following roads:

  • Annesbrook Drive
  • Collingwood Street
  • Halifax Street
  • Hardy Street
  • Rutherford Street
  • Vanguard Street
  • Haven Road
  • Main Road Stoke
  • Nayland Road
  • Quarantine Road
  • Waimea Road

Works with predicted delays over 5 minutes require a Traffic Impact Assessment (TIA) to evaluate safety, project needs, network performance, and commercial impacts.

NOTICE TO CONTRACTORS

Work in the Nelson and Stoke during December and January

During the busy summer holiday period, 11 December until 29 January (inclusive), as a general rule, no programmed work that affects traffic or pedestrians will be permitted in either the Nelson or Stoke Central Business Districts (CBD).

The Nelson CBD includes all streets within and including Rutherford Street, Halifax Street, Collingwood Street and Selwyn Place.

The Stoke CBD includes all streets within and including Putaitai Street, Neale Avenue, Songer Street, Main Road Stoke and Strawbridge Carpark.  

Nelson City Council also requests that all worksites on arterial roads be reduced to a minimum during the above dates to limit disruption to the flow of traffic.

All worksites (Nelson wide) shall be kept to a minimum and/or removed on public holidays to help reduce the risk of sites being tampered with and the need for site checks on these days.

Some exemptions may be given, and these will be considered on a case-by-case basis. All contractors who wish to apply for an exemption should contact the Councils Road Network Coordinators on 03 546 0200 or road.enquiries@ncc.govt.nz with details of the proposed work including affected streets and dates.

Events at Trafalgar Park – Road Closure Guidance

When planning events at Trafalgar Park road closures need to be taken into consideration as a part of the risk assessment process

Factors that need to be considered include:

  • Numbers attending event
  • Times of entry/exit
  • Type of event – i.e. is alcohol being sold? Are consents required.
  • Gate/gates being used
  • Gate setup/process of entry
  • If entry and exit be all at once or staggered
  • Where people will park

When there are large numbers of attendees entering/exiting the event the footpaths (particularly on Trafalgar Bridge) can become overwhelmed and people can spill out onto the road creating safety issues.

Hathaway Carpark and Trafalgar Park Lane are not road reserve so a road closure does not need to be applied for to use these areas but there is a specific layout that needs to be used in this space to provide for resident parking.

Hathaway Court is private but residents must still be notified if an event is happening with road closures in the area.

Nelson City Council Customer Service team must be notified.

As a general guide Nelson City Council recommends that when numbers attending events at Trafalgar Park reach the thresholds stated below the associated mitigations are put in place, but every event is different, so it is important to discuss all options with your Traffic Management Planner to achieve the safest outcome:

  • 4000+ Attendees
    • A traffic management plan is advised outlining the risks and their mitigations
  • 6000+ Attendees
    • Road closures of Hathaway Terrace, sections of Trafalgar Street and Halifax Streets be considered
    • A traffic management plan as a minimum will need to be submitted
  • 7000+ Attendees
    • If the majority of patrons will be exiting at the same time a road closure should be applied for and installed during exit. As a minimum closure on Hathaway Terrace and Trafalgar Street from Wainui Street/Grove Street (depending on the gates being used) to Halifax street.
    • Road closures should be considered for entry depending on methodology of entry (e.g. queuing for bag checks, covid checking etc.)
    • Management of Halifax/Trafalgar street intersection likely
  • 10,000+ Attendees
    • Road closures for duration of event advised
    • Requirement to liase with Police
    • Recommendation to liaise with Wellington’s Transport Operations Centre (WTOC) to monitor the traffic lights or have them turned off if Traffic Management is in place at the intersection

Locally Approved Temporary Signs

“EVENT” Supplementary Plate  
This supplementary plate is to be erected on a stand, to warn road users of an event.  
It must be used in conjunction with a T2A/B (hazard warning) advance warning sign. 
Size: 900mm x 300mm 
Colour: reflectorised fluorescent orange with black border

 “FOOTPATH CLOSED PLEASE WAIT TO BE ESCORTED”  
This sign can be used where a formal footpath cannot be maintained because of a temporary activity and the pedestrians can be safely escorted around the hazard.

Colour: reflectorised fluorescent orange with black border

State Highways.

The New Zealand Transport Agency manages the State Highways. Traffic management applications for State Highways in the Nelson region should be made through their agents.
